Were fleets made more likely to retreat in 1.1?
Just something I noticed. Whereas in 1.0 fleets would frequently fight to death (also not ideal) in 1.1 they seem not to want to fight at all. Massive engagements between the whole British Grand Fleet and the HSF end with only 400 men and no ships lost when neither side is on blue or green posture. Was this an intended design decision?

Probably. And it would be unfortunate. I surely prefer some middle ground here.
