No Army HQ's

I'm playing as the CSA in the 1862 campaign, and my reinforcements screen doesn't show Army HQ units as an option to build. I think I've gotten to late October 1862 and this has been absent the whole scenario.

Is this by design or a bug? I'm playing with 1.03.

CSA gets only 1 Army HQ addition per year. You have to wait till 1863 to get the next. In 1862, you should have 4 armies maximum (1 at start + 2 HQs in 1861 + 1 early 1862), and you start with 3 on map... could you check ?

if you open the ledger and sort on army HQ, how many do you see? This is normal to not see the category if you have already the maximum.

Gotcha. I will check after work today. Just to clarify - you said I should have 4 maximum army HQ's when I start in 1862, but only 3 on the map? I haven't built any army HQ's yet...so shouldn't I be able to build one during the first year of my campaign?

Okay I checked this - I only have 3 army HQ's in the field and I don't have the option to build more. I'm in late December 1862 in the 1862 campaign.
