4 Emperors Help

Hey guys,

Being playing the 4 Emperors scenario and with Ves have been able to get minor victories within the time frame.

My problem is crushing the Jewish revolt in a timely manner.

I attack with Ves and win the first battle against the main army, however I then stop to siege/regain choesion the various cities and then the Jews promptly march and capture Petra, back and forth chasing their armies down.

My query is should I just attack and try to defeat the armies or do I need to take the cities? What is the trigger to note their surrender?

After their surrender should I immediately sail for Rome?

They cannot build new legions, by design (and simulating history)
