Washington Harbor does not belong to the Seaways because its Exit-Point is not Coastal Waters. So Washington does not get Naval Supply.
Stationing =>4 war ships/gunboats in the Washington Harbor Exit-Point--Potomac River--will block supplies from moving through the Potomac River region, but will only prevent supplies from crossing the Potomac River using the Jump-Link with a 90% probability--23% probability per combat element, but not >90%, the same as blocking a land stack from crossing a river region--per supply distribution phase, of which there are 3 per turn.
Blockading--see the tool-tip of the harbor's Exit-Point region--the harbor's Exit-Point affects production, but not supply transportation, other than as described in the previous paragraph.
You must have >25% MC in a region for your supplies to move into or through that region.
Any friendly, unopposed combat unit in a region will prevent enemy supplies from entering that region. If a combat unit is opposed, the 25% rule still remains in affect.
Remember, Washington DC generally has very high production, which you can only reduce by besieging and blockading the harbor.
