In any case, I can't build railroads there or otherwise improve the local development level. Historically it was possible to build infrastructures in foreign lands.
Interestingly, I can build railroads if I'm occupying the territory. So I may just have to declare war just to improve the country I'm invading.
I was getting a consistent sales score of .6+ but I got greedy and expanded my colonies. Now I'm back to .5+.
And inflation mysteriously shot up to 23%

People shouldn't tend toward rioting and lack of contentment so easily (particularly given the scarcity of luxury goods worldwide). I'd like to see a system where if you provide luxury goods people become much happier, if you provide common goods they remain content, and if you provide food, they don't revolt. And the reverse, of course. That way if you are feeding your people and giving them common goods, they don't riot. I think the AI and the average nation would have a much better chance of keeping things functioning.
