Promoting multiple leaders in same turn

I have two leaders available to be promoted after my last turn: Lyons and Sumner. I selected Lyons and the tooltip for "Promote Leader" confirmed he was #1 in seniority so I clicked the promotion button, causing the active border effect indicating selection.

However when I select Sumner and hover over the button, the tooltip informs me that Lyons would be angered, will lose seniority, and I will lose VP if I promote Sumner.

I suspect this is because Lyons will not actually be promoted until the turn ends. My question is, if I enable promotion for Sumner, will the promotion for Lyons positively process first, and will that cause the promotion of Sumner to be without penalty to Lyons or my VP?

Otherwise, can promotion be deferred to a future turn, or is it a "use it or lose it" decision?

They'll promote simultaneously and you'll get no penalty so long as there is no one else senior to Sumner. Note also that if you don't promote Sumner, he gets auto-promoted sometime in the first half of 1862, as do a few others who were originally appointed by Lincoln as McClellan's corps commanders.

Promotions are a "use it or lose it" proposition. The general in question is only promotable for a few turns (unless he wins more battles). So you need to promote him quick when you get the chance.
