Why is Enver Pasha locked?

I'm just asking out of curiosity, since he didn't sit in Constantinople the entire war.

In some ways, it entices the Ottoman forces to attack the Russians. It's not really that strong of an enticement, though. Perhaps events unlocking him/replacing him if the Ottoman player attacks and either miserably fails or takes Kars, along with NM bonuses/penalties.

Yes, he's locked to help focus the Turkish efforts on the Caucasus. Historically, Enver's obsession with this theater led to the Turks neglecting their defenses to some degree in the Middle East.

The colossal losses of the 3rd Army in the icy Caucasus was a total disaster - made by Enver. Half those troops would have been sufficient to hold a strong defensive line and remaining could have been sent to the Sinai to take the SUEZ, it was the SUEZ that was most feared by the British when Ottomans came into war, the next biggest fear was the Oil fields of Perisa- Abadan.
