Movement forbidden in Kentucky in 1863 Grand Campaign

No units maybe move into or out of Kentucky in the 1863 scenario. This is the case with two gamers, each trying to start the scenario. Union Units in Kentucky are frozen. Regions are not 'playable.'
Not sure if others have noticed and/or if anyone has a solution.
