Use of another nation's assets

First of all let me say how much I am enjoying TEAW. However as a newbie to AGEOd games I would welcome a steer on the following issue.

a) Can one country use another country's assets - i,e can the BEF use French artillery, supply trains etc?

b) if this is possible are there any penalties for the use?

Afaik there is a penalty but it is not much. Commanders with the wrong nationality cannot form divisions and create a command penalty.

But, there are a few multinational commanders that can bypass that penalty. I cannot tell you exactly who. I know TE Lawrence can command British and Arab troops with no penalty. There's a French general with the trait of Multinational I believe so that you can give him British troop formations as well.
