Newb here... need help!

I am new to the game (Civil War 2).
I have done the tutorials multiple times, watched the how to videos on YouTube, and read the manual.
I am still having trouble with a very basic thing. I can't seem to make Corps.
I have tried this on every scenario, including the full game. I know I am missing something very simple, but can't seem to figure it out.
No matter what general I pick, including 2 and 3 star ones, the option to create a Corp is grayed out (not clickable).
Can some one help me out with this? This is frustrating me to death!
For example:
I choose the scenario "The Coming Fury". There is an army called "Northeastern Virginia Army" led by I. McDowell. In this stack is C. Hamilton (with 2 stars). The option to "Create Corp" is grayed out for him. I move him out of the stack onto the same region, and I still have the same issue... even after waiting several turns.
What am I missing? The Manual says that to create a Corp, all I do is select a 2 or 3 star leader within the range of an army (it is in the same region) , then select "Create Corp" special order. It is grayed out. I try this on others, with the same result.
I am sure I am just missing a step somewhere.
Please Help! I am certainly a newb!

That's the June, 1861 grand campaign, right? If so, you need to wait until March, 1862 to create corps. Divisions can be formed in October, 1861.

I new it had to be simple! I don't remember reading that anywhere... if it is in the manual, I totally missed it! I just "hit end turn" in that scenario, until I reached those dates, just to see if that was my problem, and sure enough, those options became usable.

That's what the forums are for. ;)

Pay close attention to the events under the leftmost tab in the message box. I believe the no divisions/no corps restriction has associated events on the second turn. You can also pull up the event descriptions if you click the little icon to the left of the message.

Also, any topic about which you have questions has probably been discussed to a greater or lesser degree here in the forum. You could spend hours here searching topics, reading and teaching yourself the finer points of the game.
