Right now, I have a general I want to promote but the general that will be angered is still in the pool.

And in another case in my current game, the officer feeling passed over was not even in the game, but sitting happily in my pool. I had no way to promote him even if I wanted to.
This is clearly not working correctly. But honestly, except adding a little RPG flavor I don't see a real point in the whole mechanism.
