Question about building anchorages or coaling station in colonial areas

I thought that you only needed 5%CP to build these in a colonial area I have 23% in Rabat and also already have a Mission and Trading post there. When I attempt the tool tip tells me I must own all the structures there? I can however build an Exploitation and Collection Centre.

Any help?

It seems you need military control. At least it works this way for me. Send transport ship with expedition brigade, then you may build anchorage.

jup, you need mp and sometimed development lvl too, but basicaly any dev over 20% is safe.
