Tooltip Civilisationlevel in EAW

Hello together,

the value in the map tooltip next to civilization,
means that population density (e.g. 60) or is it how much supply about this area can be pulled up to the Armys?

As for the answer, this is the numeric value of the civilization level (60/100) and is not related to supply. Higher level means faster travel, less cohesion lost in moving and easier supply flow.
