State Funds Bug

Playing my third MP campaign with a mate, same non-steam version. Almost every second turn State Funds are blank although there should be plenty, we can't spend them on anything.

If you hover over the state funds, you can see how the money was earned/spent the last turn. We will need to see at least a screen shot of what you see when you do that to help. Better yet would be a saved game with the problem (and at least the turn before).

I'm facing a bug of my own with State Funds. Specifically, with the Print Funds decision. It applies the penalties that you get from printing money, but the money doesn't actually appear.

I have attached two screenshots, one showing the before I use the decision, the other the after (I played the Great Power Diplomat in between them, which is why the State Funds went down). I'm playing as the Central Powers.

are you sure you dont have turned on automatic replacement, so money are not spend there ?
