I'm curious why Vladivostok doesn't have a connection to the Pacific right now. Even though the Pacific Fleet received a beating in 1904/1905, there were remainders of the Pacific Fleet and also at least one Russian vessel, the Zhemchug, engaged in combat against a German ship in Asia. If possible, the province should be connected both to the China province and the "Asia Seas" box, and appropriate ships be added to a Vladivostok harbor.

Vladivostok does have a harbor though, it doesn't contain any ships however.

I have fixed this for next patch, it will have connection to Asia Seas
