Newbie questions about Terror of Rome

I am trying to play my first campaign in this game. I have very little experience with AGEOD games, but I am really trying to learn.

1. When I click on the supply filter, most of my territories are green. Some of them are flashing green. What do the flashing regions mean? I have not seen any other colors with flashing regions, but if other colors can also flash, what does that mean too?

2. I am playing the First Illyrian War - 230 BC campaign. All of my stacks have a little padlock symbol at the top of their army card on the map. What does this mean? I assume it means they cannot take an action, because when I try to move them, they just jump right back to their original spot and don't move. Why are they locked, and how do I unlock my stacks so I can move them? All I can do is move units out of the city onto the region.

That's all I have for now. Thanks! I will probably add more qeustions as I get into it. But, so far, I can't even do a turn because everyone is locked.

1. Flashing regions are those holding Depots
2. Yes, on Turn 1, most of the 'Roman' side units are locked (= padlock), they will be released at end of turn. Use the 'spare' time to inspect your forces, take decisions or purchase new units

Thanks Philippe. I was playing the Illyrians, and I did move to the next turn, but all my units were still locked. I will try again when I get home from work. I also tried the Roman side really quick, and advanced to turn two, but units were still locked. Hmm.

Stupid question - how do you purchase new units? I thought you just went to the production screen, and units available for purchase would show up at the bottom of the screen, where the army stack usually shows, and you could just drag the units you want to buy into the regions you want them. I went to the production screen, but there were no units show at the bottom of the screen to purchase. I have not read the manual yet (I will), but I thought I'd ask now since I don't have the manual with me.

Hovering your mouse on the unit Pic ( Unit Panel , bottom banner) will inform you how many turns units are locked.

Regarding Production Screen can you post a screenshot ?

Hmm, there is nothing in the tooltip that says how many turns until they are unlocked. The lock icon is on the top of the stack icon that is on the map, not down in the unit banner at the bottom of the screen.

I will check production again when I get home from work. Maybe I was not in the right place. I will post screenshots if I still can't figure it out.

Maybe they are not "locked" (i.e. unmovable units), but you right-clicked on a unit or stack tab- this does not lock a stack, but prevents it from merging (accidentally) with other stacks. Try to right click again on them.
Ctrl-L does this for all your units, usually very useful for gameplay

Whenever I try to move them, they just snap back to their original location. So, it is not letting me move any unit with the lock icon on the stack. As I understand, the right-click lock does not prevent units from moving, it just prevents merging. My guys can't move.

Well, I rechecked this scenario.

As Illyria, besides a fleet with pirates in Rhizon, that you can move right away, and the fixed garrisons, you have the army led by your queen stationed in Scodra, fixed for 3 turns, like the tooltip says:

Clicking on the Eagle (military recruitment mode), you have several available units to build, and several regions where you can build them:

Thank you very much, Franciscus! That is it! I was reading the tooltip on the stack icon on the map, not down in the unit banner section. The stack tooltip on the map does not say anything about the stack being locked. It would be better if it said this in both places.

And, I forgot that clicking on the Eagle in the top left was where you went to buy new units. I was going to the production tab (one of the F-keys).

Eagle statue, bottom left to recruit units :)

Note that many times you will also be able to get new forces (mercs, etc) in F3 panel (military options) and also sometimes in F5 (diplomatic options)
