What has to happen before you can dispatch your first explorer to a region? Im trying to play that decision card in Prussian influenced "Angar" but it will not allow this...it says you have to have one in an adjacent region, but how do you place your first one???

Hi

there are 2 parts to exploring.

First you need to be able to build and move an explorer unit to a province next to the one you want to explore. At the start of the game a number of nations (Italy and Germany for sure) can't build these.

Once you have an explorer unit in a province you can play the card in adjacent regions.

But its not automatic (I feel it takes 3-4 attempts per province) and also if your explorer unit moves the card is lost. This can happen if the natives are not very happy to see you, so you may need a small military unit to protect them in a region where you are facing resistance.
