Should locked units be released when bombarded?

I have a couple of examples from my PBEM I want to post; Dan please don't look or read any further - thanks!

Example 1, and related to naval bombardment power vs. fort artillery:

Ft. Henry/Donelson under continuous naval bombardment, initially they gave out as good as they took, I moved 2 additional batteries into the fort to supplement the one that started there. Soon however the batteries approached destruction, so I removed the ones I could. Now the situation is as below, the initial locked battery is destroyed. Back to thread topic: what about the units still locked there? They are obviously going to be destroyed soon. At this point there is an escape route but they are still locked. Should (constant) bombardment be enough to give them their "freedom"?

Another example is the locked militia that starts in New Madrid in the swamp with no structure. This unit got bombarded, and once the mud/snow set in, it was eliminated very fast. My only option was to sit and watch its cohesion drop as it died a slow inevitable death. It seems the bombardment combined with terrain would have kicked in the survival instinct?

Yes, I've noticed that naval bombardment does not unlock fixed units.

Under the latest version of 1.05, I had Ft. Monroe bombard a fleet passing by. The fort batteries inflicted some hits and took some in return also. However all the units in the fort are still locked after the bombardment; shouldn't they be unlocked per this thread? Or do they remain locked because they initiated the bombardment and received only return fire? WAD?
