You will need a casus belli, in this case I guess you may need to get your diplomats to fabricate one. There is an option for this in the diplomacy screens, once you've produced one (may take a few tries) you are then in a position to declare war.
More generally think about what you want. If you use the historically SoI restriction, unless you have an existing claim to Haiti, you won't get much out of the war to be honest, as you can't incorporate it - I'm guessing here having not looked at the particular options.
From experience, I'd recommend Spain as a better target. Puerto Rico and Cuba are both Spanish colonies (& stuffed with nice products), after a successful war its easy to force the transfer of colonies (as opposed to national regions), but I'd suspect you will need to also invade Spain proper - or wait for the 1898 event chains?
