I have been experimenting using the RGD - Build Railroad and can't get it to work. Adding it as an option to either the USA or CSA results in a NULL mouseover when I attempt to play the card. Has anyone used this card successfully or have any ideas on how to get it working.
I realize that a lot of the RGD's and Leader Traits, for example, are leftovers from other AGEOD games and not necessarily applicable to CW2. However, there is a section of the manual that describes railroad building as a valid RGD card for CW2.
