how do you produce Manufactured goods?

You should have factories that produce them. There are 3 main factories that will produce: 1. furniture (converts wood to mfg. goods), 2. food (converts food to mfg. goods), and 3. Mfg good factories (take other resources and converts to mfg. goods). Depending on your country, you should have some already built, and thus can make some. They are consumed by some of your other factories/farms to make their items. You can filter using F11 (I believe, as I don't have the game open right now), to look at any resource you produce.

there is also a small fixed amount per country, which doesn't change in game, but this floor (figuring craftmanship) initial amount is way unsufficient for your needs. most will come from yiour factories, especially the manufactured goods ones as Jim-Nc told you

Be sure, you will have a lot of Manufactured goods, you will need it more and more later in the game ... but sure you will need more and more resources for it etc.
