Do not worry, I am not forcing anyone to buy it. If any player without it advances to those rounds, we will not use those scenarios. I just wanted to be informed who owns it and who doesn't.

Victory Determination
To determine elimination round winners, compare USA player results to the other USA players - the highest USA VP achievers would move on to the next round. Likewise the highest CSA VP achievers would move on to the next round. (For the 2nd Round (four matches) there would be two USA and two CSA winners.)
A player achieving a major victory (NM) would be a winner. (For example a USA player achieving a major victory in the 2nd round, would reduce the highest USA VP winners to only one.

2) Sibley scenario
3) July Campaign (but capped at 12 turns)

Personally, I will not vote on this one since I will not play the round...
