For the conditions, I think I stripped out the checks for defensive treaties with France and Germany, can't see what they are meant to do in this context. Also you may want to change the decision from 'CBLong' to 'War' (or at the least add a line that will drive relations between Russia and Japan to -100). Without this war, you don't get the 1905 revolution.
