May 1862, can't form Corps

OK I have seen this brought up elsewhere but didn't really find any solutions. Got the Corps event (in April 1862, the red line announcement about the union pre-March 1862) but I'm still here unable to form a corps. Patched to 1.03. any advice? I have:

-An army commander in same hex
-An active 2 star (tried both alone in a stack and with some units with him)
-Leader is not commanding a division/combined with one.

I can restart, but don't want to sink the time in, to find the same result. Thoughts?

AFAIK, it's available inn Early March 1862.

You don't need the Army Cdr in the same Region. Is there an Army formed? Just asking. 3*s aren't automatically an Army - only McDowell and PGT Beauregard start as Army Cdrs. Within the Army Cdr's "Strategic Radius" is sufficient.

The other two criteria are correct.

Yes, army commander in same region as the 2* (its McDowell).

What files do I submit and where/how ??

This is an error that can happen if you upgrade from 1.02 to 1.03 alas.
