Command Penalties

Mr. Albert Johnston is pushing a CSA stack around that requires 31 command points, but he and his cohorts are only providing 18 command points. He's suffering a 20% penalty; but, with a 13 command point deficit, he should suffer the max 35% command point penalty, should he not? Am I missing something?

Don't know the formula for sure - usually, I'm just grateful. Maybe I miss glitches or bugs that way, but if I can accomplish what I want, I usually am more than a little indifferent to many of the details.

Are you CSA or USA? Athena recieves less combat penalties for oversized stacks the more difficult you play. I've playerd her on LT and noticed that she never goes above 20 - 25% penalty. Can't remember the exact number but it sure wasn't 30 and above. This might be what you are seeing.

Yup, I'm playing as USA. I wasn't factoring in reduced penalties as part of difficulty setting. Thanks.
