Hot-seat play?

Would it be a lot of work to create a hot-seat play option?

I've done it. Start a Scenario and pick a side. Make your orders and save. DO NOT HIT END TURN. Go to Menu, Load Game and you will see the turn of the side you just gave orders to with a paperclip and the other side without one. Have your opponent load the one without the paperclip, give his orders and save. He can then hit End Turn and the game will continue as normal. Always have the same person hit the End Turn and always go in the same order and you should be fine.
