if I recall in early versions their was a scripted miners strike in Victoria that was impossible to put down. I think its gone, not least in my game I recall seeing issues connected with this in the reports but they stopped around 1855 or so

Last time I played this game (version 1.03b iirc) there was an event as Loki says which caused an Australian miners' strike. It's mentioned in this thread: http://www.ageod-forum.com/showthread.php?23526-Observation-in-patch-1-02&highlight=miner

Anyway, you get a decision on the F1 screen about it and, whichever option you choose, the event does not end. Instead, the decision remains there indefinitely.

This persisted in my game until around 1867 (when I stopped playing due to Delhi being owned by Mughalistan, despite my best efforts :( )

So I'm just interested if it's gone away. Obviously it's not a gamebreaker though.

There are/were a few such perpetual decisions that popped up for GBR. I think there's one for NZ constitution as well, can't recall the others. Haven't had much time to play so haven't started a new game in a long time to know if they've been addressed or not.

The Mughal uprising is scripted. Wipe out their armies, re-occupy any Indian territories they took, then just ignore them and the war will eventually end. Don't negotiate with terrorists, any negotiated peace will always result in them getting Delhi.

The same applies to conquering Burma.

I'm guessing that the 'strike' referred to is the Eureka rebellion and speak to most Australians and they'll tell you that it is indeed still going on - as the Pommie cricketers will currently testify. Not that any of that helps at all.
