Recently, I Played through the West campaign as the Union vs. AI. At scenario's end, I opted to continue playing to do some experimentation. I encountered a problem in paying for volunteers. I don't remember if the issue began before or after scenario end, but...
In a previous turn I had opted to pay a $1 premium for volunteers; my NM was btwn 170-180 at the time. Now, many turns later, I continue to receive a huge influx of conscripts each turn, which exactly matches the income in my treasury left over from the previous turn + any income generated by cities this turn. The result: the conscript influx empties my treasury every turn with the exception of any $$ generated by my merchantmen, which apparently arrives at the end of the resolution phase and therefore cannot be touched. I have approx. $60 in my treasury at the start of each planning phase and can't afford anything. I have nearly 5,000 conscript companies, which translates to 500,000 men in the force pool.
It's early August, 1863, and this problem has continued for many turns now. Is this WAD?
Additional, minor issues:
1. "Unknown_Event_Type 27" fired several times before I reached the end of the scenario. Now that I have reached the scenario's end and am still playing, it fires every turn. There is no event text and no associated region.
2. "Event_name_USA_tornadorandom" fired during one of my previous turns. The region was Cairo, IL but there was no associated text with the event. I'm assuming the tornado lowered my development level by several points and/or destroyed some of my GS and ammo stocks, but I can't tell for sure.
All in all, an excellent scenario, and I enjoyed myself immensely, even with the conscription issue!
