Rail shown - yet not available?

Curious as to why the rail line is even shown on the map if it is not usable? [ATTACH]25728[/ATTACH]

Too many open questions such as were you out of rail capacity by this move? I don't have the line colors down but is blue march and white use rail? If that is the case they tried, but for some reason the train ride was 9 days, seems excessive but it took 7 days to just get to Carthage. I know this post don't really help, I just found this intriuging also so bumping it.

Black is RR, grey is road, blue is through a river (but not with RR).

The tooltip for the region of Moore NC, ID322, which is the region with Carthage in, only says road in the region tooltip. It should say rail by the looks of things.
