It seems it is more influenced by year than by the number of blockade squads, going up to 70% in 1865 regardless if 13 or 7 blockade squads. WAD?

Who is the Union?

Are you or the Union taking Confederate harbor towns?? It seems to me, if the town is in Union hands, that should increase the %, regardless of the number of blockade squadrons.

Against confed. AI. No confed harbors taken. Only blue water blockade with just about 10 additional blockade squads. All of those in the Gulf blockade box.
