OK....so what is the story now with Kentucky Neutrality? I know this has been changed a few times, and I am trying to figure out what the dates and events are.
I am in a PBEM in Oct 1861. KY is still neutral. I do have the option, in the Strategic Tab, to pay 3 NM to enter KY; from the event description, this also opens it up for the Union, and enrages Kentuckians (this is exactly what happened IRL when Polk occupied Columbus)
It appears that Northern KY is active for the Union (Lexington/Louisvile) during neutrality, but everything else is blocked-off
I'm not selecting that option though. So, now what?
1. Does the Union have the same option?
2. If neither of us ever selects it, what happens?
In September Ky may choose to enter CSA (small chance) - elections in the state.
If it stays neutral, NM penalty is different for US and CSA for entering Ky, 10 NM for US and 3 or 5 NM for CSA (do not remember right now)
In 62, NM penalty for US is halved from 10 to 5 NM points.
By mid 62, Ky will open on its own if nobody chooses the option.
The Dec entry Jim spoke of was in AACW1.
For this chain of events to work, you have to start the game with the new patch.

I have to say, if the goal is historical accuracy, I think this revised Kentucky event needs to be looked at. I don't think KY could have stayed neutral until mid-1862.
Civil Wars get nasty pretty quickly, and when the shooting starts, people take sides. Unionists overwhelmingly won the June 1861 elections in Kentucky, taking 9 out of 10 congressional seats. Camp Dick Robinson was established, and in response Southern sympathizers started crossing into Tennessee to enlist in the CSA Army. Polk's move on Columbus in September ended neutrality, but I feel it would end in bloodshed or some other event not too much past September. There's no way there wouldn't have been some sort of shooting event.
I think in the absence of any move, it should open sooner, perhaps by random event somewhere between October and December. The railroads in Kentucky were owned by Unionists, so it makes sense to me that the Union would have initial control over most of the territory, except maybe for Bowling Green.
A reasonable addition may also be an event that creates the KY State Guard camp at Bowling Green that historically existed, under Buckner
