The weight of the unit is the transport cost, for rail as well. You can see the weight of stack using the tooltip feature.
When using rail or riverine movement it is always a good idea to leave a few unused points in the pools to account for attrition. You will lose 3% of your pool each turn and if you don't have enough unused points to cover that cost, the attrition loss will come out of the points you are using. That will result in a lot cancelled movements, which can be disastrous.
