CSA freeing slaves

When does this option appear? Will it affect Union morale also?

I have not gotten to a point at which Clebure proposed it. (Jan 64)

Put it was put forward earlier than that really. Almost from the start of the war in fact.

Ewell proposed it hours after first Manassas.

But about the game, in the first version I had the option early in the game, or was my installation bugged?

I never got a chance to play that one. I was away for two weeks the day before the game came out.

But: Frederick Douglass, Douglass' Monthly, IV [Sept. 1861,] pp 516 - "there are at the present moment many colored men in the Confederate Army - as real soldiers, having muskets on their shoulders, and bullets in their pockets, ready to shoot down loyal troops, and do all that soldiers may do to destroy the Federal government...There were such soldiers at Manassas and they are probably there still."

I got this option in September 1861. My moral was 108. The first time i played it i also got it during the fall of 61, but cant remember exactly the month and had a moral around 110. However i never so far had the need to use it, as my concern is not conscript, but being able to afford using my conscript. Actually i almost never need to call for volunteers either.
Right now i am in August 1863 and have more than 800 conscript points but no money to use it. So far i control all of confed cities, including Kentucky, and also control St. Luis, Cincinnati and Dover Delaware, cities who also generates some money. I use all my raiders and created five more. I raise taxes and use war bonds on every opportunity. I have even printed money, but not to much since it raise inflation. Even so, i am not even close to have the need to call for volunteer.

First, you should print money at every opportunity - you need the cash.
Second, you must be buying a lot of artillery and heavy artillery replacements. CSA cannot afford it. If you buy them, you won't have enough money and ws for recruiting your conscripts.
