I loaded the turn as Chile and noticed that Chile actually paid Peru (not much: some 50 money for a year as reparations) for this war to end. It was a good standing by Peru for sure. It managed to hold on its historical borders effectively stopping the juggernaut Chile in its tracks. When Bolivia was still in this war to protect its flanks, Peru managed to send a decent army Southwards to threaten Chilean core regions. Although Chile was more powerful with all its divisions combined, it would have probably been impossible or at least very costly to subdue Peru and press on its claims.
Of course, the Chilean objectives remain and we might see a future clash here if the AI finds an opportunity and relations go sour. Bolivia is the big loser here (it also happened historically) as it became landlocked. Its armed forces are too small to threaten Chile for a change of status quo. The only potential solution is if it could ask from its ally Peru an exit to the Pacific Ocean in the region of El Loa, to play the role Antofagasta was playing. But I don't think this is happening, considering it abandoned Peru amidst the war.
All in all, the War of the Pacific played out very well, even on the automatic (AI), this is good news and a further confirmation that if the game world of PON is set healthy, the scripted or semi-scripted events will make the AI do nice and interesting moves. In the end, Chile got it wanted (the Northern part of Atacama desert: Antofagasta) and Peru managed to hold its ground. More future strife is probable.
As for the reasons the AI of Chile decided to end this war, I am not entirely sure, but perhaps with an almost 0 (or slightly negative warscore) after a year or so of fighting it wasn't going very well. Given the terrain, it would have been very difficult to subdue the Peruvians albeit the numerical difference in forces. The Chilean Navy could not add much either.
I had the same problems as Japan against France (and Sweden), although I had the numbers to continue, it was quite costly with all those trade ships getting damaged or sunk every turn. As Japan, the only solution is to dramatically increase the number of light cruisers as raiders and escorts of the trade fleet in times of war. The AI was brilliant into sending small groups of naval units in MTBs to harass my trade capabilities.
