This region cannot be entered in this scenerio

Just opened up the full campaign, and I am seeing "This region cannot be entered in this scenario" in a whole bunch of regions -- places like Meigs/Decatur TN.

This doesn't make sense to me. There's a railroad through this region, and several others with this message! Am I misunderstanding? And, if it is really true, why not make those regions a different color so you can see at a glance what part of the map really does not exist for this enactment of the Civil War?

Is this the April 1861 game? If so, the states have not seceded yet, and can not be entered. At the start of the game, Tennessee, North Carolina, Virginia, Arkansas, and Kentucky have not left they union, and are therefore "blocked" until they leave the union.
Remember - The beatings will continue until morale improves.

Thanks. So "in this scenario" really means "for now." That makes much more sense.
