Probably using an unpatched 1.00 version where we had a bug on regions decisions that makes the AI confuse "rough seas" with "outpost" decision. Will be solved with the upcoming patch.

I'd say leave it there. With global warming it won't be long before you can buy beachfront property in New Mexico. ;)
