Yes, they drop for a turn only. This represents the initial organization of the division. No commander can get to a division and provide 100% efficient command if he doesn't have at least 15 days to get to know his men and his staff.
Whenever this depresses me to much I always just go to the Shilo scenario and move Thomas over near Grant. If you disband his Corps (Corps not Division) and then immediately reform it watch his stats go way up.

This should be warn in the division creation tooltip. Seeing the new bad values, newbs could step back the turn and do otherwise than giving a division command?
