Union blockade 0%

Has anyone else noticed in their April 1861 games that the Union has totally pulled out of the Atlantic? I'm playing as the CSA, it's early 1863, and the blockade box has been on "0%" for months now. I've been acquiring money and resources with no abuse whatsoever for more turns than I can count. I'm on normal difficulty.

Yes, this is a problem.
The AI clearly needs some tweaking here.
Pocus will be working on her as soon as he gets back.
You have to know that tweaking Athena is one of the most time consuming task. Indeed, you'ld need hours of testing for this.

Strange, I restarted the demo as the CSA and during the opening turn both blockade boxes had 25% sign on them! I thought that Union was lucky with ta roll and started with such a high value of their blockade. Unfortunately, the next turn both boxes were at 0%. Don't know what happened.
