I'm wondering if the patches have changed the game routines for pacifying the southern sympathizers. No matter what I try, I can't seem to reduce the rebels sympathies along the raillines of completely occupied states. I can station a string of cavalry, milita and sharpshooter units along the line and still see >50% rebel sympathies. This is in addition to occupying every village in the state and instituting martial law (nor are there known enemy raiders in the state).
I've got a string of units guarding my whole rail line to the south because if I move them off of it they will soon revert to >50% rebel control.
I guess I don't understand how to do this, because last week I wasn't having nearly as much trouble gradually converting them to Union control.
