Legion equivalents

When you have to keep legions in a particular region to prevent barbarians from attacking you, can you substitute auxillaries? And if so, how many auxillaries are equivalent to a legion?

I was thinking of my question as generic as many scenarios require keeping legions within a region to prevent hostile forces from attacking, however I am specifically playing Clodius in the Severus scenario. The two regions are the upper and lower Rhine which require 2 legions in each region to prevent attacks from barbarians. Unfortunately I only have three legions in the two regions and only 2 months to return a legion from Italy to Germany in the middle of winter. I don't think I could even get a bunch of auxillaries up there in time but maybe.

Sorry for the delay.

Yes, you need 2 legions (20 cohorts) in Germania inferior and Germania Superior Area.

There is a 25 % chance that you lose 1 NM and 10 VP each turn in Summer. I addition some raiders may appear.

Thanks Bohemond. Sounds like if they have to be cohorts, then auxillaries won't count.
