Built railroad

Hi,
how could I built them?
In zhe manual is written, that I can repair and built railroad and repair is cheaper. But I didn't see any option, that I can built a new railroad.
Can somebody discribe how I can built them and did somebody know, what cost repair and built of railroad?

You cannot build RR in AACW-I. It might have been planned at one time, but if so it was certainly dropped. Somebody probably forgot to remove the reference from the manual.
