'Buying' stuff with EPs

I just don't know how to do this. I clicked on everything I could think see on the interface. The tutorial didn't say, and Narwhal's AAR over on the Paradox forum doesn't either. (He talks about buying stuff and shows the menu, but not how to get there.) :confused:
