The Belgium government laments the unfortunate fate that befell France due to our mistake, the bureaucrats responsible for this mistake have been expelled and forbidden to exercise any future public function.

We also request Germany to understand the dangerous and precarious situation we were put in and that we had to be honourable follow the terms of the treaty, we never wished any harm to German people and hope to resume friendly relations with all the sides of this conflict as soon as possible

What exactly are you waiting on France for? The losing side doesn't normally dictate terms to the winning side. Our delegation is waiting.

Japan has its attention to the Versailles where the meeting between Prussian and French envoys will take place. Japan rallies all major nations to watch very closely the discussions of that meeting as any power imbalance due to harsh terms should be closely rectified, one way or another.

FOR A BALANCED WORLD

Japan has received a telegraphed copy of the tentative peace agreement between France and Germany. The Emperor has given his permission to the government to prepare again for hostilities, if this draft is ever implemented as it is. Although Japan is not interested in worldwide ascent, it feels that such an omnipotent Germany will be a peril for all other nations' spheres of influence. World trade will suffer as most transactions will have to pass from Berlin and its tariffs.

The government of Japan calls on the friends of France, in the name of world balance and stability, to voice their concern over such harsh terms. We agree that France was the initial aggressor, but it merely tried to free its population in some disputed regions. There should be NO change of land, core or colonial. France should bear the majority of the costs of the war and agree in limiting its land and naval armed forces, but nothing more. We all need a prosperous French Republic for world stability.

In game terms: Although Japan is a "regional power" (F1-wise), a serious change of borders anywhere in the world would have caught the attention of the government. I intend to play Japan as some sort of guarantor of peace, especially regarding world trade affairs and the stability of the Far East (under our auspices obviously). War may be an option if reason fails. Japan is still weak for anything beyond its immediate vicinity, it will be a bet.
But a bet I intend to win! :)

We find the Japanese position unsettling. The most recent communication leaves everyone in the dark as to what the actual peace offer may contain. Thus, one may wonder if it serves only as a pretext for a possible Japanese entry into the war.

Japan must also be aware that if agressors can simply return to a status qou ante, then there is no incentive against launching wars again and again. Thus, it definitely provides an imbalance in security.

We are looking forward to learn something concrete about Japan's goals and intentions.

For everyone's information, Russia has informed the French goverment about her requests. We received no answer to date but, upon a French approval, we would be willing to publish those proposed terms. Even though we firmly believe that everyone should mind their own business and not interfere with that of others.

The waste, ravages, and bloodshed of war are themselves a deterrent to war, whether just or unjust, and those of the current war have paused for a time. The fulcrum of the balance of power of the world lies in Europe, where even minor temblors can rattle in the periphery. The Empire of Brazil intends to mind its own business, which includes matters upon its vital interests. With information will come knowledge of whether the Empire of Japan brings wisdom and balance from the East.

Russia can get a copy of the draft peace terms by one of the belligerents. We wholly agree that the borders should return where they were before the hostilities started and France pay the majority of the war reparations. Unfortunately, that's a far cry from what is being discussed at the moment.

Rest assured Japan and building coalition forces are not interested in a further war with Germany as this will further hurt our commercial transactions with them and others.

The Kingdom of Italy hopes that both sides can find a mutually acceptable solution to end this war. We believe that France will be willing to take responsibility for their one-sided and aggressive declaration of war against Germany. We also hope, and we have little reason to think otherwise, that Germany will show its great wisdom and lenience in offering France reasonable peace terms.

France has agreed to most of Germany's terms and Germany agreed to drop one contentious issue and modify a second at France's request. All that remains does not affect France materially. France has so far refused to promise not to attack Germany again for 5 years. How can Germany enjoy peace and the freedom of commerce knowing its neighbor is going to attack for a third time after one year. It is France who is demanding unfair terms considering they were the belligerent power and caused massive destruction to Germany. France needs to stop being the belligerent power that is willing to send Europe into constant war.

We all know Japan's position and who they support regardless of common sense. They should not stick their nose where it does not belong.

Kingdom of Belgium

After carefully studying the peace treaty, we conclude that the terms are too harsh and urge the Germans to please try to lighten the terms so we can achieve a peaceful balance in Europe and prevent more wars for revenge.

It is also with great worry that some of the clauses of the treaty can be seen as attempts to isolate Belgium from outside help.

We have reviewed the compound terms of the German demands. The totality of the terms leaves a highly adverse impression of their scope and severity as well as what they portend for the future. However, we shall endeavor to address each terms separately on its own merits, including international concerns, a possible result, and what we are willing to do in the matter.

First of all, that the route through the Suez Canal (or the sand sea) work and be passable to all maritime nations is of special importance to the entire world, and preserving freedom of navigation of an international waterway itself casus belli . France has been and can be expected to be the great power least involved in wars in the last decade, and is likely to be so in the next. France has endeavored to keep the canal open and its pledge to continue to do so would be satisfactory to us. However, we recognize that this undertaking could conflict with its other obligations and there is always the risk of becoming involved in a war, as standing aloof from all disputes is not something France or the world can afford.

If it should give up the canal, it should only be to a neutral state firmly obligated and able to assure free passage for all and with little interest in or risk of being involved in war, perhaps even without the means to do so, and with guarantees of major states against any disruption of this status. The Empire of Brazil would be willing to be a secondary guarantor, seconding Great Powers as primary ones.

This is the point which presents the most obvious and enduring acceptable solution. We will return for the other issues as soon as possible.

Interestingly, I hope Pocus fixes the canal issue. Ideally, the one who possess the structure on the map should also possess the ON/OFF switch that comes with it and the potential income-per-turn and allowance of military traffic. This would also make for a very interesting secondary target in the game.

If countries would stop attacking or backstabbing Germany, then Germany would remain at peace. As such, the canal would be open to all international commerce, since this would be of the utmost benefit to German business interests too. Brazil has nothing to worry, unless they are planning some kind of war against Germany.

Egypt Position with Position of Brazil

The Suez Canal is Egypt territory and the army of Egypt are always up for defence home territory. For other new, the Egypt have nothing answer by Prussia gouvernemant for proposition of peace, and I ask of Japan and Ottoman, 1 country for position about world peace and other beaucause it's my ally for help me to push the negociation of peace, I have only 1 proposition of Germain when the Germain are claim Suez Canal. I have propose counter proposition but not answer.

OOC: Heh, I was thinking about this, you should not feel frustrated. It is normal as your avatar nation has become the elephant in the room, the nation all other nations measure in our alternate reality, even if it somehow trails in absolute Prestige behind the UK. It might become much worse in the future if your success provokes the envy of newcomers and ascending nations. This is part of the fun of the game: if you can't stand the heat, get out of the kitchen! ;)

The troops are coming home!! The Peace Agreement between our Ottoman Empire and the French Empire has been finalized.
We understand there are some talks with the Russian Government over the Treaty of Plevna.....some of the details are yet to be worked out.

The German delegation has departed the Palace of Versailles without a peace accord. Members of the delegation stated there were two remaining points of contention between both countries. "The remaining two items do not impact France in any way, I do not understand why they are being so obstinate," stated Chancellor von Bismarck. "We cannot even get the French to promise not to attack us again within 5 years. Clearly they are intending to continue this war as soon as they can, which would be in one year's time by the German General Staff's estimate. It appears the French only want war and to keep attacking us again and again. What must Germany do to protect itself from these warmongering French?"

The German War Minister von Roon said the German soldier was ready to go home, "But we cannot leave behind a French army preparing to attack us again. Do the French want to continue this war to the bitter end? Must we destroy each other on the field of battle?"

1. I read the Treaty, what think France is going to happen if he lose the war?, if he win France, will ask for 2 industrialised European provinces and probably some more demands, when he lose he must await big demands from Germany.

2. Germany only try to evade a coalition war against him in the next years and reduce the allies of France, all of us can suppose that if Germany has been lost, France will demand cancel of the Germany-Spain defensive agreement.

It's sad to see the talks break down, we beg to both sides to not go to war again and continue the diplomatic path. We humbly request Germany to please rethink their proposals, such harsh proposals will only gain the enmity of the French and war for the future.

See the Belgium and French example, the good will and light terms of the French even when they were in a position to completely dismantle Belgium made the Belgian their friends even despite having being utterly defeated by them.

When France DOW germany for second time destroy all possibilities of a Franco-German Friendship, France lost and is time to pay for his mistakes.

Belgium change too fast his loyalties, it is a too opportunistic behaviour.

The Treaty and Conduct of War

Germans are a European people with a high culture and long civilized history, but their government at war drew from the practices of a more barbaric period two millennia old in its disregard and lack of interest in the Hague Convention to prevent the ravages of war and in engaging in what we understand were unrprovoked reprehensible razing of civilian structures in a minor country, Egypt, which encourages, even if not inviting, a similar decline in the standard of conduct among other powers. Had the French Republic initiated destructions against a Germany with clean hands, they would be worthy of the condemnation that instead Germany appropriated for itself by its prior reprehensible razing. We still deplore the destruction wrought by the French forces, but they have a reason that is not disgraceful.

Each power is fully capable of making its own reconstruction, but we respect the right of the victor to reparations or tribute as a right independent of the damages incurred at war. We do not seek to prescribe, only to note that the victor and vanquished are both judged by the nations.

However, whatever the precise resolution with France, the issue of the Convention remains. As things stand now, it is evident to all nations that in any future conflict involving the German Empire a prompt, even hasty, response must be considered on whether to protect on moral grounds of common humanity any adversary of the German Empire – whether friendly or unfriendly – being despoiled. The current circumstances only increase the risk and calamity of a major war. Accordingly, we ask the nations of the world and German people to unite in asking and urging the chancellor of the German Empire to seek to join the community of nations and subscribe to the Convention rather than standing alone and unrepentant as the progenitor of the roguish ravaging of Europe (and Egypt). We also ask the nations to ask and urge the Germans upon their honor to undertake to rebuild post-war what was destroyed in Egypt regardless of how reconstruction is conducted in Europe.

We also ask the nations to ask and urge the French Republic to confirm its adherence to the Convention, and to ask both great powers for their policy regarding the razing of structures of non-signatories and in retaliation for prior razing, including whether it must be proportionate and correspondent to the initial harm done.

Those who might complain of the Empire of Brazil appearing to claim the moral high ground in this matter should note that the Imperial forces in the late war with the Netherlands engaged in no deliberate destruction of either civilian or military facilities, developed a plan of operations designed to minimize the risk of incidental damage by focusing on naval action and a focus on Java and the capture of Batavia, and indeed left intact port and depot facilities constructed during the occupation. We note the Dutch also conducted themselves honorably and did not despoil Brazilian territory they invaded.
