ChangeStrucPool Script Help

I have bumped up against a problem where playing as Italy I can now no longer build outposts (looks like there have been a few threads on this recently). I looked at the structure pool for Italy in the 1850GC and it looks like they only get 15 outposts compared to 100 for France and 120 for Britain (Italy gets to play 5 outpost decisions).

I am looking to change the underlying structure pool for Italy using

ChangeStrucPool = $Outpost;100

I was wondering does this command set the amount at 100 (using the example above) or add 100 to the existing pool to give 115? (This is one of the commands which is not documented in the Wiki)

Commands that CHANGE add or subtract. Commands that SET set. For an ongoing game it is always wiser and safer to play with CHANGE.

If you need further help into making that a scripted event let us know. :)

Thanks for your help Kensai very useful to know the functionallity of the CHANGE commnds. Have you run into this issue of limited colonial structures (as opposed to limited colonial decisions) in the multi player game and if so what did you do to resolve it?
