Can't build depots?

I have two supply units in Franklin, PA, where I desperately need a depot. The 'Build Depot' option is not available. Any ideas why I can't build here?

Good question. Also, I have tried to build a fort in Harpers Ferry before, with two supply wagons and four arty pieces, and have not been able to. The manual says that those units are what is required to build a fort.

So what am I doing wrong? Is it

A) Cant build a fort in a strategic town or other town?

B) Units have to be outside the town in order to build a fort or depot?

c) Something else?

What message do you get when you hold the mouse over the 'build depot' button? If you get a message stating something about 'structures or not enough control', then you probably do not have enough control.

If you get a message stating 'that you cannot raze a city that is level 1 or above', then you have found a bug. I got this message when trying to build a depot in Gibson, TN.

What structures already present in a town, city, or strategic town are prequisites for building a depot or fort?

What structures already present in a town, city or strategic town preclude the building of a depot or fort?

What level of control is necessary to build a depot?

What level of control is necessary to build a fort?

I haven't been able to find these answers in the game manual.

You apparently need a large enough formation to do it, along with the supplies and such. I was trying to build a depot, and my unit of a general, 3 brigades and two supply couldn't, but as soon as I moved a full corps there, the option was available. I don't remember that being part of the design though, so I'm not sure what the deal is.

I believe the manual stated that only two supply units were required for the depot. The only other unit in the region is a half-starved brigade of Pennsylvannians. I'll move a corps in and see if that makes a difference.
