Where did you see that scenario indeed? There are some events for WWI in the game, but most of them are simple placeholders. Since in a couple of years it's the 100th anniversary of the Great War we might get a nice DLC for WWI!

Yes, i asumed 1914 scenario from events folder 
, since 1880 scenario, scramble for africa, spanis-american, boer war...etc all have files here. And i think that all tese files were here before actual dlc were relased, then i think that relase of 1914 scenario is/was minimaly planed. Will love to test it.
