Yes it is. Depending on the options you select to start a game (attrition), if an event was triggered, or if you recently upgraded technology you will have troops at low strength.
Ok so need to find out what's happened it's only the cavalry and artillery which it has happened to but I have no replacements in the pool an there not in combat ??
what do you mean with lower strenght ? if he dont have enough command points, it have lower efefctive combat power than paper say, and if commanded by good comamnder they have bigger power .
edit : hmm, you mean mans in units. Nicely expained, so if you want to get replacements, you must train them, it is no other way. I play without attrition, so i have only loses in combat or due to lack of supply, makes game easier.

What probably happened was that you had a tech upgrade and you had infantry replacements, so they filled out while your cavalry/artillery did not. Are they decreasing in strength every turn or did it just happen once?
Happened in one turn and it's been a couple of years now and still no replacements and the cab and arty are still under strength ad haven't been able to work out what was the tech that caused it still !
If I understand correctly, you have not purchased any replacements for Cavalry/Artillery, and your troops are not a full strength.
Could be a tech (that made your units upgrade), or it could be that you did not enough for maintenance one turn, or an event. If you do not have enough money/conscripts/mfg goods/officers on a turn, your troops will take damage proportional to the shortage. If an event, then it happens.
I would suggest building replacements. You should see a number above the cavalry icon (say 56), this means you have 56 points of damage. To allow your forces to get to full strength, you will need to have that number divided by 10 in replacement chits. So in this example you need 5 or 6 (I would use 5) to fill out your forces.
The good news is that the replacements don't go bad, and thus will be there for whenever you need them.
Remember - The beatings will continue until morale improves.

Brilliant thanks guys I have managed to order replacements now so should be fine now thank you for the help just another quick question how do you play multiplayer games ?
When you start a new game, the engine creates .trn for all playable nations. You go to the saves folder and find the game you just started. You need to send* the .trn file to your opponent (for the appropriate country - you may have to send the .hst file as well, can't remember ATM). Your opponent will send back a .ord file to you. You paste that returned .ord file in the same folder as the .trn was pulled from. So you will have .ord and .trn files for yourself and your opponent. Then you process the turn as normal. The game will remember that there are 2 countries playing now (or more). Continue sending and receiving turns as you play.
