How can I annihalte enemy units?

The manual, (as well as other AGEOD games) state that if a enemy unit has all adjacent provinces under 100 percent military control of the opponent and it is defeated in battle it will be annihilated and forced to surrender. How come that never happens in this game even though it is in the manual? I constantly am trying to annihilate enemy stacks with larger better armies and they have on the quick retreat ROE and I can never catch them?

I am not sure about AJE, but a while back, that was changed for other games, and I don't think the manual was updated.
