Loyalty

In my Great Britain campaign, I want to train native African troops on the West coast, but I do not have enough loyalty there. Chief bribing does not seem to have much effect so is there a better way?

Also, what loyalty percentage do you need to train troops?

I think it is anything 50% or over, you can train them in Sierra Leone, do it there :P

I don't think I can build units in Sierra Leone since the population is too small. Of course I could try using the "immigrants" card, so I can train native- African-British immigrants but that would not be realistic.
