dont think so, WAD...
Legions had one ballistae per centurio, so nearly always both, knowledge to build ramparts and towers out of nothing and the siege engines.
While non romans either copied the roman techniques (like Gauls did with digging trenches and towers) or brought in pre-planed equipment. however in game this preplaned equipment comes in a single unit, the siege tower and not from the military units itself. for sake of the "roman superiority" in this matters it is valid.
without that many supply wagon you shouldnt be able to sustain multiple sieges at all. that you need a siege tower for ending them faster is both, balance and ensuring that the non-Romans CAN break walls...
not 100% sure, but pontians should have one buildable in all scenarios, shouldnt they? Devs...?
